Just as Clearly Obama speech is vague and uplifting...
According to a news article published in the Time magazine, many Indian immigrants who received their phd degree from US colleges have gone back to India hoping for better prospects..I think a bill is in place to grant GC's for all immigrants who have advanced degree from US colleges.
