"Most of them are coming in because of their surnames and not due to merit. This is a dangerous thing," he said.

Mr Jaitley identified three ways people commonly follow to enter politics. Grassroot work and then working up the ladder, dynasty, and 'lateral entry' — successful professionals who are able to make a significant contribution to the party. "This category should be broadened to attract more talent
into politics," he said.

Mr Jaitley maintained, however, that it was the first category — the grassroot politicians — that knew the pulse of the people.

When a question about mandatory retirement age for politicians was raised, Mr Jaitley said he wasn't enamoured by the idea because of the quality of performance of the young MPs in Parliament.

Mr Jaitley said he was also worried about the quality of officials coming into the system as the civil services was no longer able to attract the best and the brightest from India's universities. "Till the seventies and even the eighties perhaps, civil services was for the brightest people from our universities. That doesn’t seem to be the case today," he said.

Compulsory voting is literal raping of democracy. Can somebody at least define "franchise" or "suffrage"? Not only voting to somebody, but also contesting as a representative is part of right to vote.

Do you mean to say everyone should contest in election and vote to somebody even if the candidate you vote is not your representative?

Evey voter has three options for active-suffrage, i.e., approve, disapprove and neutral.

Every voter has two options for passive-suffrage, to contest or not to contest elections.

Moreover, elections is a statistical process and there are many ways of obtaining/collecting data from people.
