Can someone applying for H-4 visa go to any consulate (chennai or Hyderabad) if the H-1B visa holder is already staying in US?

Normally naaku telisi for US visa, your consulate is determined by your state of residence in India. As far as I know only exception is if you are working in US and want to renew the visa, then we can apply in any consulate. I was told this rule is applicable for H4 too but i am not sure. Please let me know if any of u have an idea.
