No there is a loophole.... If there is presidents rule..then the state cabinets decision can be taken up by the governor or president based on the advises of the cabinet ministers. So, when the assembly of j and k is is in suspended animation , it gives the power of assembly to central government... Bam....now you know how it can be done.
