Please read Schedule 13. Duggirajapatnam port - establish phase 1 by Dec 2018 railway Zone does not need a feasibility study. And reg. feasibility study - it is a mandatory activity for any large PSU project and Dear Sir - Please allow me to give you an example. In the early 1970s, a feasibility study was conducted for setting up a steel plant in AP. Vizag and hyd were the 2 possible locations. The feasibility report favored hydrabad and clearly said - steel plant at Vizag was commercially not viable. There was a huge public outcry and the Visakha Ukku - Andhrula Hakku became a famous slogan. Seeing this -Indira Gandhi asked the committee to change the norms so that VSP becomes feasible. It is all a numbers game at the end of the daY AND A MERE FORMALITY IF THERE IS A POLITICAL WILL. | ||

The draft should have been circulated in Dec itself and introduced in parliament in Dec itself. Then it would have come into the public domain. Maybe people would have focused on the contents of the bill - instead of focusing on parliament doors and lights :-) this was what JD Seelam meant when he said... Our intention was not wrong! Draft was circulated on Feb 6th 2014. Bill became an act on Feb 20th 2014 SCS Cabinet Resolution passed on Mar 2nd 2014 Last day of MMS as PM was Mar 5th 2014. In 2013, AK Antony committee conducted meetings in Hyderabad to decide the contents of the bill. All registered political parties were invited. All employee unions and people's associations were invited. Some of these meetings happenned in Delhi also. Not a single person from jagan party attended these meetings. | ||

Duggirajapatanam port fesibility study was done before 2013 itself. th act sayd -phase 1 should be completed by Dec 2018. Reg. the others - there is no timebound plan - that does not mean they should be implemented after 10 years. | ||

Not that you do not know...ut the history.. 1. Chiranjeevi, JD Seelam, Pallam raju asked for Hyd as UT and permanant joint capital 2. Initially Sonia gandhi and MMS agreed. But there was severe opposition to this from the AP employee unions + others like Jairam Ramesh said - this will be difficult as there is no common boundary and laws need to be amended to make this possible. Plus a pandora's box will be opened up as as other demands will come to make other mwetros also as UTs. 3. So the bill with 19 items , became a bill with 18 items (Hyd as UT was removed) 4. Chiranjeevi and Pallam raju met Venkiah naidu for his support to the Hyd as UT. But Venkayya naidu instead suggested SCS or 5 years.Everyone agreed to this proposal. 5. By then the draft bill was already circulated and also SCS does not need a bill. So the then PM announced in parliament and then a few day later the cabinet resolution was passed. | ||

1. The issue of SCS came up after the bill was drafted 2. You are right - If it was in the bill they would have to implement it - but what about those issus already are in the bill but not implemented i.e. railway Zone, Port, Steel plant,Polavarm R&R package, capital funds, education Inst(piece meal allocation so far) 3. 11 states have SCS so far. None of them have a bill. Cabinet resolution was passed and they were granted SCS | ||

You have choices 1. Read my post carefully and undersand them 2. Try to find fault by twisting the words and make fun of my post if you choose option 1 - good for the state of State of AP If you choose option 2, good for the politician whom you are supporting Planing commission cannot reject....They were supposed to submit the detailed Implementation roadmap. They did not submit it and the PM also did not ask for it. He and the FM sidetracked the issue for 2-3 years and then said - There will not be any SCS. | ||

SCS for 5 years resolution was passed on Mar 2nd. Tentative date for SCS - June 6th 2014 to June 5th 2019 (subject to approval of the Planning commission report by the PM) Planing commission did NOT submit thier implementation report at all. And PM did not ask for it at all. Instead the PM and FM spoke of Package and wasted time... | ||

Congress on it's own at best will get 140-170 - It is impossible for them to get more than that as they do not have a presence in the large states like UP and Bihar. In the last 25 years due to kamandal and mandal politics, they have been wiped out totally from those states. Hence they need all possible support.without the support of other regional aprties, Congress can never form the government on their own. Since 1991 - there were 3 Congress led governments - all of them supported by a group of other parties And 2 out of those 3 governments have gone down in history the best Governments India had after 1977. Examples: In 1991 - when teh PVN / MMS government took over, the BOP was precarious and within 5 years, India had built very good Forex reserves. In 2004 - when the MMS / PC Government took over, there was negative GDP growth rate in a couple of quarters durng the pre-2004 government. And India achieved record growth rate from 2004 to 2009. | ||

Yes...and 14th Finance Commission members have come out openly saying - they never said NO to SCS to AP. Infact they do not have the authority to say NO. Planing commission was asked to submit the implementation roadmap by the UPA cabinet. After Modi came to power - he removed the Planning commission and Niti Ayog just did not consider the SCS resolution that was pending with the Planning commission. | ||

In a TV debate journalist VK asked the same question.... SCS ivvaali ante Cong government form avvali - daaniki support avasaram. Government form ayyaka - mee support evariki kaavali ani. No answer from the Jagan party spokesperson. So far, they have built a lie "Chattam lo pettaledhu"...and are living in it. SCS does not need to be in the chattam... It needs a cabinet resolution and taht was passed by the UPA cabinet on Mar 2nd 2014 - The cabinet note is in public domain. The implementation orders were not given as the Modi Government whcih took over did not consider the previous cabinet resolution.
