The mistake taht happenned was - Congress should have tabled the bill earlier - sometime in late 2013....the people instead of Samaikhyam should have discussed this bill - and given thier suggestions and strengthened the bill....and the the Re-Organization should have happenned.. Feasibility study is the first step - It is a MANDATORY activity! And if the feasbility report says - these are the obstacles to setting up this Industry at this place, then the concerned MP, Minister etc have to change the conditions in their favour. this is what Indira Gandhi did, when Vizag Steelplant was termed infeasible & the expert committee suggested Hyderabad. There was a huge public agitation - so she got the conditions changed in favour of Vizag as locaton. Here the opposite happenned - conditions got changed against AP. For e.g. Vizag metro - as per the policy at that time, the ROI should be approx.6%. This condition got changed with a higher ROI - and then the feasbility study was done - and case closed as not feasbile of Mr.M's government. | ||

SCS does not require to be in the bill. The right way to imple,ent SCS is via a cabinet resolution...and the cabinet resolution was passed by the UPA cabinet on March 2nd 2014. It was sent to the President of India and he approved it on Mar3rd 2014. The government stepped down on march 5th 2014 (EC code kicked in) - and hence Planning commission had ownership of the resolution until the new government came in. After he new government formed in may 2014, the Planning commission lost thier powers and was eventually removed in Dec 2014. | ||

UP / Bihar did not get any Specil status or package or a separate Re-Org bill - they wanted a state and they got it...here people of AP did not want divusion - so as a compensation - the SCS and AP re-Org bill were given to them... The vibhajana was a CONDITIONAL vibhajana.....the conditions were not fulfilled by the next Government! That is where the fault is. The problem was media misled the people of AP = so they focussed on parliament doors and lights instead of reading the Re-Org Bill, instead of attending the SKC and AK committee meetings where the contents of the Re-Org bill were decided. Mistakes happenned during the process - it was mismanaged...but what BJP did later is treachery! CBN initially said - we want 4 lakh crs as compensation... Chiru said - Make Hyd as 2nd capital of india and make it UT... Undavalli said - a spearate Industrial Zone should be created for Coastal AP... Sadly...these voices got drowned....in the mnadness that followed. | ||
