I can talk about Revenue department non-sense. I was working for Election Commission of India while in India. I was deputed to some revenue divisions for some application deployment etc. Its horrible from the timings, administration, corruption point of view. But I found many people are individually good.. but as an institution, unspoken power rules play. 1) Folks arrive at around 11 AM, go to the tea shop there, spend time. Come back spend time at the work for some, then go for lunch at around 1 PM, back at 2:30 PM or so.. then again 3:30 PM tea shop. They will be in the office till 8 PM or more(while the district Revenue heads(collector/Jt Collector, RDO etc in the office, employees stay in their seats, regardless of the work). 2) You will get your part of bribe without your interaction/knowledge. This makes you to be a part of corruption automatically. You cant be out of that net. 3) There are individually good people(my district elections co-ordinator is a Sr Clerk, Very knowledgeable, helpful, hardworking guy(sadly he has died after few years due to health). But he is also a part of the net, cant avoid it. No biometrics or its mom could help to force the discipline. It must be coming as a part of that net. 4) If you are just new young employee, dreaming kiran bedi/abdul kalam.. better keep their photos back home before coming to the office. I have seen first hand (kallu pachhagaa ayyettu) corruption. It happens like you are drinking a glass of water. But I saw the Teaching profession is at least somewhat not in that kind of net (at that time) | ||
