NCAER has been at the forefront of assessing the impact of the reforms at the ground level. Consequently, the ‘perceptions-based survey’ pillar, which attempts to capture the ‘ease-of-doing business’, is an integral part of the N-SIPI index. The perceptions-based findings show that except for Gujarat, which holds on to its top rank, other states have slipped in rankings, with Rajasthan and Chhattisgarh ceding their erstwhile positions to Andhra Pradesh and Telangana, which have come in at numbers two and three, respectively, in N-SIPI 2017. In terms of perceptions on ease of doing business, West Bengal, Maharashtra and UP are at the bottom. On the labour front, there has been a churn at both the top and bottom of the league tables.
