i i thought abt small states and numbers being less, but if cong secured close to 90-95, fell short, then they can compare..they are distant second, so gov could have thought its a clear mandate that people are for bjp. if it was a pre poll alliance thats fine, post poll the same horse trading bjp can also do in 15 days. jds fought congress and it doesnt make sense they both unite for power.
