Sequence is not correct. VP singh wanted to consolidate his base. He thought no one could oppose Mandal and so he can continue as PM in coalition govt. Once Mandal became an issue, BJP stated silent for a few months but immedialty came up with Rath Yatra to consolidate Hindus and also to retail the support of OCs. | ||
