Absolutely not... I will tell u the sequence of events..u decide.. Urban dev minister ayyaadu Venkayya in 2014...immediate ga 1000cr from his ministry was given to Guntur/Vijayawada drianage system develoment... He insisted to take it immediately without even having a proper planning at ground level .. Reason he said was... These funds will go waste once new fiscal year starts at his ministry... aa next malli 1500cr given to Capital... aa time ki capital lo land pooling ye complete avvaledhu...still in process vundhi... forget about capital plan by that time... now, how do u expect the state to spend that amount in the stipulated time as there is not mechanism to spend it righaway at ground level? REMEMBER, State govt DID NOT divert these funds but left them un-utilized... there is big difference here Dharmam gelavani Chota... Idhi correcte.. if u look at the yearly budget submitted...u will see more un-planned allocations than planned ones... dont know why they want to do that...its not just AP ..but all states are doing that... This is reasonable kadha... construction start avvaledhu kadha ani state does not want to send the money back to Treasury but want to keep it for use in coming years..this is not a good accounting practice but its quite common in India.. In many cases of schemes in state, they do not want to send the unutilized funds back to Treasury but want to roll it forward to allocate in the new fiscal yr.. for that, they will submit some doc as UC... I might have missed them in the detailed report... kani usual ga CAG expects the UCs submitted quarterly..but states submit at the end of fiscal year... even center also does not trasfer the central scemes money periodically but all once at the end of the yr or starting of the year... Other supporting documentation like what amount was spent on what scheme and where ane details motham ivvali...if center have questions, they can come back and ask more details...thats happened multiple times already in last 3yrs to AP.. and aa schemes ni malli year end lo CAG will audit anyway and submit a report... if in any case, fund diversion happens..it will identify for sure.. being an MBA, u know how Auditing works right? CAG vaayinchi paarestadhi if any fund diversion happens. System has all the checks in place. unless u have same party govts in both center and state..its not easy to divert funds to different scheme. Dharmam gelavani Chota...
