Irony entante.. diversity lottery visa was introduced to use the unused 'Country quota ' numbers ee proposal lo they are saying they will take away 'that lottery aspect' but still allot these to the underrepresented countries only based on the merit. how does this square out. Unless I am nuts.. if you abstract everything out, isn't this telling that numbers unused will be removed from visa pool !! They wont give them away unless a qualified immigrant shows up from 'under represented' area. How will this address any backlogs ? may be there is a different interpretation but that is what I am getting. | ||

I think we are just throwing words. Mixing up several different issues. merit based system we are taking about is a nuance within quota based system?? Merit based is just a selection criteria within immigration process. it doesnt mean anything more unless specifically called for. The per country quota or to be clear 'numerical limit' is a topic beyond selection criteria. this was exclusively introduced to establish diversity when migration predominantly limited to European nations. There is a drastic proposal to remove the country quota also but I dont know if it will even be added for debate 7% is overall country numerical limit..I dont think it is 7% of 55k. The merit based listed there is clearly not the merit based most of you guys are thinking off. check the nuance. Reallocates the 55,000 annual visas from the diversity visa lottery to a new MeritBasedSelection System for individuals from underrepresented regions of the world,based on immigration flows over the last 5 years. o Visas allocated under this section shall be available to applicants from underrepresented regions who have the highest number of points. | ||

WE used to get all number from EB1 before. Now they are closing those doors also. They are putting a cap at 7%. of course TCS etc used up EB1 numbers from long back but always we used have some hope. Now hope is gone. | ||
