here are my observations. They are looking at SOC Codes and title. If the SOC code say's this position need bachelors degree then those cases are okay. If you look at my SOC code, it says most of these positions need bachelors degree and also training. Here is mine, you can look at Job Zone to see that information https://www.onetonline.org/link/summary/15-1199.08 To defend NON- IT, Before joining this job I had 5 years of experience. My job requirement says this position need min Master's and 5 years experience. My Lawyer prepared support letter using all my previous experience letters stating that this individual has Masters in Engineering and 5 years of experience before joining this job. So mike entha experience vundo before joining this job matters, If you don't have experience before joining the current job then changes of RFE are very high. Changing designation - Yes need to do perm from beginning. As dates are not moving if you have min 2 years for extension then better to change it before applying for next extension.
