Dear President and Members, We write to you as concerned parents and residents of __________________ school district and neighborhood. At the outset we take the opportunity to thank you for your service and commitment to our children. Thousands of children in this district are making outstanding progress in academics in a safe and secure environment due to your diligence. Unfortunately, for some students, it seems, this safety and security does not extend to safety from getting stereotyped and bullied. We write to you to express our deep anguish and concern over the denigrating portrayal of Hindus and Indians in the current textbook books as well as the drafts being considered for adoption by the California Department of Education (CDE) this year. We find it disheartening that the new textbooks continue to perpetuate such portrayal at a time when we are hearing about an increasing number of instances of bullying of Hindu and Indian children in the classrooms. It is sad to note that many of the textbook drafts, including the ones by Houghton Mifflin Harcourt (HMH), Discovery and McGraw Hill utilize an outdated, inaccurate, and stereotyped narrative on Hindus and Indians. The drafts, fail to adequately cover ancient India’s abundance of scientific, and artistic achievements and Hinduism’s important philosophical teachings while using contested theories and narratives marred by insensitivity and errors of emphasis and omission. The textbook drafts do not hesitate to characterize ancient Indians as mysterious and primitive and as war mongers - people “who enjoyed making war”, while completely ignoring or minimizing positive contributions of Indians and Hindus. While portraying all other ancient cultures and religions in a sensitive, positive and aesthetic manner, they demonize Hinduism and Indian civilization using a highly problematic narrative that utilize modern day depictions of slums and shanties and cows eating trash to disparage ancient Indian civilization. The drafts also callously use caricatures of Hindu Deities in many places, while mischaracterizing and distorting their meanings. HMH, even goes so far as to depict Indian laborers working alongside monkeys, thereby perpetuating racism against students of color. Hundreds of parents and children from across California have testified at the California Department of Education (CDE) to this effect. Many children have described their bullying and stereotyping experiences and the impact of it on their lives. Parents have discussed the cost of this on their children that they have witnessed. The California law, education code section 51501 mandates that “The state board and any governing board shall not adopt any textbooks or other instructional materials for use in the public schools that contain any matter reflecting adversely upon persons on the basis of race or ethnicity, gender, religion, disability, nationality, or sexual orientation.” Section 60044 (a) states that “A governing board shall not adopt any instructional materials for use in the schools that, in its determination, contain any matter reflecting adversely upon persons on the basis of race or ethnicity, gender, religion, disability, nationality, or sexual orientation, occupation.” The Standards for Evaluation of Instructional Material for Social Contents adds that textbooks need to “Project the cultural diversity of society; instill in each child a sense of pride in his or her heritage; develop a feeling of self-worth to enable all students to become aware and accepting of religious diversity while being allowed to remain secure in any religious beliefs they may already have.” The drafts by publishers mentioned above do not comply with these code sections. While CDE is considering these drafts, the law is clear that the school districts too are liable for the instructional material that is chosen for your district. You must reach out in a timely manner to the CDE (sbe@cde.ca.gov) to ensure that drafts mentioned above that perpetuate prejudices are rejected and that only the drafts free of biases are adopted. Irrespective, it will be your responsibility to reject the drafts such as above and only adopt appropriate drafts, during the district level textbook adoption that will follow. Once again, we thank you for your hard work in ensuring that our schools maintain high standards of academic excellence and in creating a safe and secure environment for our children. | ||
