Any new bill requires a 60 vote. The repeal is considered as reconciliation so it just needed simple majority i.e 51 Now if they want to introduce new healthcare bill(instead of repeal which falls under reconciliation) going thru regular order, they will need 60 votes. Otherwise , it can be stopped from getting to vote (filibuster) Obamacare was a passed with 60 votes. Dems had 57, 2 independents and Arlene specter (pa) voted across party lines. Graham has literally chastised the bill. Why would he vote yes? Because he knew it was going to fail .. he doesn't need to go on record .. base may not be sufficient to win but it is more than enough to lose Very rarely bills wil be passed or failed by one vote margin. Healthcare bill is minutes away!! Watching this from 3 days. it's pretty sad what they are doing. I think this is going to pass!! Just to pass something, they put a total nonsense bill 'skinny repeal' . The intent is to pass the bill and show they did something and then have House send the bill to conference . The expectation was to fix it in conference but if these senators think this is pressure .. watch the pressure when it hits conference .. Well it is politics.
