a particular way or method of doing something, especially one that is characteristic or well-established.

I was looking at how Two groups operates from centuries in different countries/cultures, Something seems to be very clear. They create a enemy within and label those who oppose them as sympathizers of that enemy.

Then i looked around even going few centuries back - shocking that almost all the times that enemy is weak and may be already exploited and extremely vulnerable. The regimes were unstable and even collapsed with out this "enemy". This trick seems to be as old as humanity itself. Hence minorities must be there for a stable society and some of them must be aggressive or violent to influence this balance. The same principle can be observed in someway or other in large extended families.

just a thought
