Correct. It is going to be a blow to the Telugu and some other regional language movie industries which got used to favoritism by the government. Bollywood and Hollywood movies are going to benefit. It is fair to finally end the discrimination against non-regional language movies in states like AP, Telangana, Karnataka (extreme discrimination) etc. Let people watch what they want, don't use tax as a tool for discrimination! At least in Telugu, the market for Telugu movies would obviously be much greater (even after the decline that is expected post-GST) than Bollywood and Hollywood put together even if taxes are non-discrimatory (equal on all languages).
