Accordingly, the GRMB insisted the DPR be submitted for appraisal and approval as prescribed under the Andhra Pradesh Reorganisation Act 2014 through which Telangana was carved out in June 2014. The board has also viewed that approvals of the affected cobasin states, especially lower riparian state of Andhra Pradesh, wo uld be needed for the Kalesh waram project.

HYDERABAD: The Telangana government's ambitious Rs 80,000-crore redesign of the Kaleshwaram irrigation project to take water to parched regions of the state received its worst setback when the Central Water Commission (CWC) designated it a new project and the Godavari river board also aired serious concerns on details of project.

“This would now jeopardise the gigantic plans of the government to irrigate millions of acres of lands covering several districts with Godavari river water since Telangana will be compelled to obtain approvals of Godavari River Management Board (GRMB),“ the official told ET requesting he not be identified. The Telangana government on Saturday received a communication from the CWC saying after detailed deliberations it decided to construe the Kaleshwaram project as s new project, a senior Telangana irrigation ministry official said.

“The board will in turn refer the matter to some Tribunal to be constituted to decide on the division of Godavari river waters between Telangana and Andhra Pradesh, which may take years of prolonged process,“ he said. The GRMB on Thursday wrote to CWC pointing out several discrepancies in the Kaleshwaram lift irrigation project's detailed project report (DPR). The apex river board questioned many claims of the TRS government on quantum of farmlands to be irrigated, amount of waters to be diverted and area of submergence, besides cost of electricity for the massive lift irrigation project.

The board said there were doubts over the availability of power in Telangana to support such massive and complex lift irrigation project besides questioning the low energy generation cost of Rs 3 a unit the state claimed.Rs The river board has pointed out that CWC has also considered Kaleshwaram as new project since scope of project and parameters were not yet finalised and approvals of water resources ministry and environment ministry were not obtained.

Accordingly, the GRMB insisted the DPR be submitted for appraisal and approval as prescribed under the Andhra Pradesh Reorganisation Act 2014 through which Telangana was carved out in June 2014. The reversals from CWC and GRMB came as shockers to Telangana days after the union environment ministry's expert appraisal committee (EAC) granted clearances to the project with certain riders. “The Telangana government is seriously aggrieved and agitated over the stand taken by the two apex bodies, CWC and GRMB, on Kaleshwaram project and is now weighing various options that include political and legal recourse at the highest levels,“ said the Telangana irrigation ministry bureaucrat quoted above

Ever since the TRS government resorted to massive redesigning of irrigation projects by dumping most of the ongoing halfway completed projects, the Opposition parties and civil society bodies were up in arms accusing the government of burdening state exchequer. The techno-economic viability of most of the redesigned lift irrigation projects are under question.

Courts pulled up the TRS government on its coercive land acquisition attempts for irrigation projects and the central government bodies like expert appraisal committee of environment ministry and central water commission of water resources ministry repeatedly refused approvals.

The TRS government, which sees the redesigned irrigation projects with huge cost escalations as prestigious, went on to step up pressure on various central agencies and government with repeated representations, while accusing vested interests of attempting to stall its projects.
