I am curious to know where in the in the world 5th graders have such questions , in US ?
if so why the educational standards at public school level are so poor at generic level ? I never saw the 's e kind of questions for 5th graders.

my son''s eccentric 1st grade teacher use to give these kind of problems as classwork

But this is the explanation. These are the possible scenarios

1. Person , house, school straight line - Order person + 4Kms(House) + 3Kms (school) -- Distance = 3Kms
2. House, Person, School - Distance between school adn House is 4+ 7 = 11 Kms
3. They are not in a straight line, in that case you can form a triangle : There is a theorem "In a triangle one side cannot be greater than sum of other 2 sides". Based on that 7 and 6 can be answers, but not 12
