EA or EO both are initiated by potus only. The only difference is EA should be more fast and needs to be done immediately compared to EO... But both can repeal by president EA and EO.. but EO has 9 steps to complete in order to make it effective... H4 ead took almost 3 years to become effective and there is no such time frame to implement and if we all write comments in rule publish time it takes a year to read all the comments... | ||
