Professor Indraneel Dasgupta : The impact of demonetisation of 500 and 1000 rupee notes on corruption is likely to be minor and purely short-run because: *(a)* really big-ticket illegal assets are more likely to be held in non-cash forms such as gold, jewellery, real estate, ghost companies and in foreign offshore accounts; and *(b)* cash deposits in banks will be a one-off: demonetisation does nothing to reduce the generation of illegal income post-demonetisation. Nobody has any hard estimates of the amount of counterfeit currency in circulation, so nobody has much idea how much currently-circulating counterfeit currency will be affected. Counterfeiters will go back to business as usual as soon as the new 500 and 2000 rupee notes are issued. Meanwhile, the 'patriot'-SS will chest-thump and drop none-too-subtle hints about having put evil Pakistan out of the terrorism-funding business. In the meanwhile, credit card companies will make a killing. Poor and middle class people will face liquidity chaos for the next couple of months, with a great amount of hardship and a probable fall in the growth rate over the next quarter due to an effective contraction in the money supply. Corruption in the 21st century is much more a matter of mouse-click fund transfers than currency stashes under the mattress. That the government is responding to it with a 19th century instrument like demonetisation makes one suspect that it is more a matter of appearances than of substance. India demonetised 1000 and 10,000 rupee notes in 1946, and 1000, 5000 and 10,000 rupee notes in 1978. Even in the highly monetised economy of 1946-1978, demonetisation had, at best, a transient effect on corruption. In the increasingly cash-less and digitised economy of the 21st century, it's likely to have even less effect. Poor people, on the other hand, are likely to suffer far more this time around.
