Full story - Idhantha mana (CBN and yellas) twisted and crooked politics:
**1) Panchayathi Raj dept 2005 Pachayathi elections sambandhinchi GO 338 pass chesindhi to create Tirumala township, because some one had filed a petition that Tirumala is a village (and so elections should happen there) .
**2) That GO preserved the status quo (10.33 sq miles) of what was in the records from GO 1605 and GO 1784 from 1970s - nothing more nothing less.
**3) Yellas (TDP) started misinformation campaign that this GO reduced the # of hills, which was the cheapest of cheaps.
**4) Based on this Govt asked a fact finding committee, and the recommendation was to change the GO to 7 hills and more
**5) YSR issues GO 747 to take care of those recommendations
Yup!! looks like this is what happened as per chronological events occured over the period of time!!
and another thing is around 2006-2007 lots of realestates regularized due to overwhelimg market of real estate!! so thats why this would have come into picture at that time!!
How do you think YSR would have reduced 7 to 2 hills

- seven hills is about 100sqm ayithe 10.sqm covers two hills. british vallu ee extent choopinchaaru appatlo. unwritten rule is all seven hills if you go beyond british rule.
- tirumala ni township kinda declare chesi elections etc outside that two hills pettali ani plan..thus making it like any other village or region where anything can be done including churches. technical and official ga aa two hills ki restrict avutundhi TTD control.
- eco forestation ani edho project start chesaaru appatlo.. forest land ni tourism projects like ropeways, resorts etc etc kinda 33 years private parties ki ivvataniki across AP. once it starts the other 5 tirumala hills can be given to private parties technically.
- combine this with evangelism in tirumala, christian employees in ttd, christian heading padmavathi university etc, godava start...

So the fact is that YSR actually increased the scope to 7 hills (from 2 hills which was GO 1605), added teerthams + pathways + many other temples around Andhra by working with Center to get forest land to TTD.
Devudiki chesina manchi panini thappu ani propaganda chesinavallani ... everu emi cheyyaleru.
Of course these lies by local TDP cunnings spread like wild fire across India ... but those were lies.
