thanks Tilak...the artcile was tuf to understand...someone put a comment to simplify: People asking for simplification... Read this---> Disability happens in two ways... 1) During combat/war... 2) During non-combat... Like in some road accident etc. Pension for both cases is different... ---- For combat disability (or wartime injuries):- 7th Pay Commission DID NOT change the disability pension for combat cases... The pension amount is 60% of their pay... ---- For non-combat disability:- Firstly, Speaking in layman terms and bluntly, there are two broad categories of soldiers viz. Officers and common Jawans... Common Jawans retire early (in mid 30s), whereas Officers retire late (in 50s)... Due to this, non-combat disabilities are higher in Officers than in common jawans... Pension for them until 2006 (before 6th pay commission) was calculated as per slab system... In slab system what happens is that they fix a certain amount for each category... Due to this, Officers were getting low amount of pension for non-combat disability, though the no. of cases is high among them... So, in 6th pay commission in 2006, they removed the slab system and instead fixed the rate as 30% of pay... Due to this, pension of officers has increased, but pensions for jawans has decreased... Now, in 7th pay commission, they changed it back to slab system... So, pension once again increased for Jawans, but decreased for Officers... IMO, 7th CPC should have recommended "30% pay or a fixed amount, whichever is more"... ---- So, overall what happened here is 1) non-combat disability pension for Officer cadre has decreased drastically... 2) non-combat disability pension increased for Jawans... 3) no change for Combat disability pension... What some perstitutes did was, they put out a malicious report saying that Govt. decreased combat disability pension... That's the whole controversy... looks like this is presstitutes work again... | ||
