As per the plan, the Nabard will tie-up with two or three foreign investment banks to provide 100% cost of the project that would provide irrigation to 7.2 lakh acres in West, East Godavari and Visakhapatnam districts. With this, doubts over the quantum and timeline of the financial assistance by the Centre have been cleared. "The Centre has agreed to provide 100% cost of the irrigation project and this would include revised cost of relief and rehabilitation. The hydropower project will be taken up by the state government," Sashibhushan Kumar, secretary, irrigation department told TOI. Latest Comment goodSaranathan Lakshminarasimhan The total cost of the project as per 2011 rates was Rs 16,010.45 crore, and was approved by the Centre and an expenditure of Rs 5,135.87 crore had been incurred up to March, 2014, including central assistance of Rs 562.47 crore. The state government expecting a steep increase in the relief and rehabilitation cost as it has to follow revised guidelines approved by the UPA government in 2013. With regard to headworks of the project, the state government recently approved an escalation of about Rs 1,500 crore due to delay in work and increase in rates. The Nabard is presently engaged in negotiations with foreign investment banks and a final agreement was expected to happen by the end of September. After a formal tie-up, the Nabard will start releasing funds to the AP government. When asked about exclusion of power component, the irrigation officials pointed that only excavation of foundations of 960 MW hydro-electric power house, approach channel, intake structure, tail race pool, tail race channel that cost Rs 312.95 were excluded by the Centre. "The Centre has agreed to bear the revised cost of relief and rehabilitation. There is no second opinion on that," said AP chief minister N Chandrababu Naidu. It is now estimated that the revised cost of rehabilitation would be around Rs 14,000 crore as the state government decided to build houses and also provide education and health facilities for those who lost their land for the project. On Tuesday, Naidu visited the Polavaram project site and inspected the imported high-powered machinery to complete earthworks in time. | ||

During ysr govt did talk with orissa and reduce dam capacity from 180 ft to 150 ft. After agreeing to it now orissa says not to construct dam and they are not even allowing AP to do survey of how many villages will be submerged. There is nothing to talk except provide good rr package. | ||

BJD undecided on united fight against Polavaram Odishatv Bureau - September 13, 2016 60 0 SHARE Bhubaneswar: Even though two regional parties â Telengana Rastra Samiti (TRS) and Chhattisgarh Janata Congress, have decided to protest against Polavaram project in Andhra Pradesh, the ruling BJD in Odisha which has been protesting the construction work of the project for a long time, is yet to decide to join the former for a bigger impact on the Centre on the issue. The regional party, after coming to know about the recent development, has preferred to remain mum whether it would join hands with the two neighboring States. âIt is not clear why the states have convened a meeting. Three States unitedly could have sat together instead. We have been protesting the project and will continue to do that. If they support our protest agenda, a decision to fight against the construction might take a united turnâ, BJD spokesperson Sashi Bhushan Behera said. Similarly, TRS MP Sitaram Nayak said his party would support anyone who would come forward to oppose the dam. âOur main demand is to decrease the height of the dam. We would back any party who would protest the dam on river Godavariâ, Nayak told OTV over phone. Chhattisgarh Janata Congress also made its stand clear inviting regional parties to prepare a joint strategy for a united fight. âWe will struggle within the constitutional guidelines with our three main demands. Other regional parties should also come forward in this regard and chalk out strict action plan to launch a protest collectively against the damâ, Chhatisgarh Janata Congress MLA Amit Jogi said. Sources said, Telengana Water Resources minister T Harish Rao and Jogi had met together in close door recently and prepared blueprint for their movement. The protest is intensified gradually after Centre declared to provide all financial assistance for the construction on Godavari river project. Meanwhile, as per its earlier decision, the BJD will stage demonstration in front of Raj Bhawan on Wednesday over the issue and will launch agitation in seven districts of south Odisha on September 20. The Polavaram dam project , which is claimed to take India one step forward to resolving its water shortage, haunts at least three state governments, Telangana, Chhattisgarh and Odisha, and at least 52,000 villagers â mostly scheduled tribes â in the 205 villages that are going to be submerged. | ||
