Kelkar report is NOT the end of the world. Supreme court laid down some conditions for the swiss challenge. The only points here: 1) clause of foreign experience, 2) disclosure of govt revenue. Govt will already disclose revenue to eligible technical builders, so no big issue here for division bench. Clause of foreign experience is the only issue and how a judge pursues it is very subjective. If the attorney general of India supports the state govt. in the foreign clause, then the division bench will vacate the stay.... | ||
