What has been submitted to planning commission and why did they reject ?// after cabinet approval , it has been sent to them and they said a.p does not fit under present guidelines of special category accordance . so it just stopped there under congress rule. now bjp. planning commission is not there now, it is dissolved. it is replaced by niti ayog, they can change the guideliens of niti ayog to accord special category status to any states with an ammendment and after that it has to go throguh NDC where PM and CM of all states are members. idhi antha vaddu ante. just parliement lo bill pedithe enough for a.p but bjp wont do it since congress will use it for its political agains in many states. bjp kee vache labham 5 percent ayithe deeni valla loss 30 percent ravachu politically so they wont do it. | ||

yes . cabinet approval + planning commision approval + NDC ( headed by PM and all CM of all states as members) otherwise it has to be given with parliament bill since this supersedes earlier bill for special cateogory status aprpoval process | ||

In 2002/03 the then Vajpayee cabinet passed an executive order conferring Special category status to Uttaranchal / Uttarakhand. No bill - No discussion for AP - similar executive order has already been passed (albeit conferring Special status to 7 Dists) Special status has nothing to do with GST. The advantage of Special status is 1. 90% of the cost of Public Infra works will be borne by the Central Govt. 2. 5 year tax holiday for Industries in the notified areas | ||

It is very clear the present Govt. for reasons best known to them do not want confer Special Category status to AP. And the State Govt is not able to exert any pressure for this. And if the State Govt is responsible for Polavaram, then we are back to square one :-) | ||

And more dangerous.... SECTION 90 - bracket 4 clearly states that executing the POLAVARAM project is the duty of the Central govt. And now the present Govt. is saying - STATE GOVT has to execute the project...They have to satisfy the objections of the other state govts and are responsible for the Engineering companies and environmental clearances. 14th finance commission DID NOT recommend the abolition of Special category Status!!! | ||

So far 11 states have got Special category status. There was no bill in any of the instances Special Category status requires an executive order i.e. a cabinet decision.
