Until 2010 ISRO rocket fuel tanks, both the boosters and the external tank were measured by weight before discarding them. Imagine how much rocket fuel was misued.. because weight reduces steeply at such high speeds escaping gravity.

Yeh you are right. Looks like they were using PSLV rockets till now which dont have enough capacity to launch communication satellites. GSLV should enable them to get into a larger market

SRIHARIKOTA: More than two decades after the Indian cryogenic engine programme was formalised, an indigenous cryogenic engine developed by Indian Space Research Organisation successfully propelled for the first time an operational flight of GSLV (Geosynchronous Satellite Launch Vehicle) lifting into space the country's third exclusive meteorological satellite on Thursday evening.
