If there are no good terms between central and state govts. It will affect investments. One way we can be self sufficient and and can push state to surplus is by finishing major irrigation projects, central govt isn't helping even in this aspect. That's why CBN is pushing agriculture based economy aggressively since we don't need to depend on anybody for that.
