FUTURE OF ASSAM:

IN A 1931 REPORT, a British census superintendent described the migration of Muslims from East Bengal to the Assam region as a "movement of a large body of ants. This invasion of a vast horde of land-hungry immigrants, mostly Muslims, is likely to alter permanently the whole feature of Assam and to destroy the whole structure of Assamese culture and civilization."

This guy is certainly a visionary.

According to 2011 Census, Assam has 35% Muslim population[ second largest after j&k] and Muslims are in majority in whooping 49 assembly constituencies. Dhubri a lok sabha constituency has a Muslim population of 82%. One can imagine the situation Assam is in. It’s like a "minority" time bomb ticking in.

In fact some surveys say by 2040 Assamese[ which probably means Hindus] would become minority. Currently some sources say there are about 4 million Immigrant muslims in Assam.

Deportation of immigrant muslims to Bangladesh is out of question neither consuming them as Indians is also not feasible. Easiest solution could be to remove rights of entire muslim population in Assam but this will also be counter productive.There is no solution to this illegal migration, its dangerous than terrorism which can't be handled with iron hand because human rights will be a issue.

1971 the war happened between India and Pakistan, when India identified huge immigration of East Pakistanies to India. Will India go for war with Bangladesh if it wont deport its citizens??

To me FUTURE OF ASSAM AS AN "INDIAN STATE" IS UNCERTAIN .

On May 19, the day of election results BJP and its allies won 86 seats with congress winning 2 and AIDUF winning 12 seats. If one analyses voting percentage BJP and its allies got 41% votes, while congress got 31% and AIDUF got 13%. By seeing these voting percentages one may come to conclusion that had Congress and AIDUF were allies they would have won the polls.

But that may not be the situation because most of seats BJP won are in North, Upper and Central Assam where AIDUF did not contest. Muslims who are predominantly in Lower Assam and Barak valley, were split among AIDUF and Congress and some "inhabitant bengali" Muslims even voted to BJP. In some constituencies like Barpeta and Batadroba the AGP and BJP candidates won with slimmer margins and had AIDUF and Congress had alliance the Congress e would have got additional 10 to 15 seats. But that won't change the end result of Assam elections and BJP would have won elections with slim majority.

More than faith in state BJP unit people of Assam are favorable towards Modi. In fact it is due to "strong leader" called Modi people have voted for BJP in Assam, both in General and Legislative Elections.They felt that BJP government in both Centre and state will solve the immigrant issue and protect the identity of Assam.

Of 240 kms of Assam-Bangladesh border 200 Kms is already constructed and 40 Kms is riverine area. People are also hoping that after Supreme Court’s order to update National Register for Citizens [the result of which might appear like a cruel joke to people], and Center would amend Assam Accord and implement it. Needless to say about promises about employment, corruption and good governance.

I also hope for BJP Assam won’t turn as another Karnataka because it has two power centers and hope they will manage it properly.

{REGIONALISM TURNING TO COMMUNALISM:

On Jan 23 Ajmal made a fervent call at a rally in Rangia in Kamrup district for “all the minorities of the state to unite against what he said polarization of Hindus” on one side by BJP. By making this call, he played into hands of BJP which was looking for a propeller to wrest majority support in a state where it doesn’t have a strong organizational base.
Ideologically AGP was against immigrants whether they are Hindu or Muslim. The BJP's voice was Bangladeshi Hindus have only India to live so they can’t be seen as “outsiders”. But with the strong emergence of AIDUF as a protector of "rights of Bengali minority" a sudden insecurity creeped among Assamese which resulted in polarization of polls along communal lines for the first time in the history of Assam.

BJP alleged a secret deal between AIDUF and Congress which was not countered properly by Congress because of the actions of both AIDUF and Congress, it looked like they had deal.

BJP campaigned vociferously against Ajmal by saying “AIDUF must be defeated. They are all protecting Bangladeshis” and “You must counter AIDUF at least now otherwise he would become chief minister and by 2026 Assamese would be minority”

The BJP’s campaign team, posted posters behind auto-rickshaws all over the state featuring Ajmal and Sonowal with the question to voters, “Who would you want to see as the next CM?”

Ajmal has no doubt contributed towards making people more conscious about immigrant issue. The BJP cleverly picked up on this and clubbed with the misgovernance of the Congress. Its fallout was huge turnout of voters, an unprecedented 85 % aspiring for change, security and better governance.

PLAYING THE GAME :

The BJP think thank of Assam headed by Ram madhav and ably supported by Bhattacharya and Mahendra Singh wanted someone from opposition who is unhappy and who could add some vigor to their campaign that someone was Himantha Sarma. Himantha sarma definitely is not sure about joining BJP where he would again play a second fiddle to Sarabananda. But was rightly persuaded and finally joined BJP in August even though there was opposition in local BJP ranks as there were corruption charges against Himantha Biswa.

Together with Ram madhav, Himanta Sarma and Rajat Sethi prepared a strategy for alliance and campaign.

Congress and their strategist Prashant Kishore was already in touch with AGP, BDF and AIDUF and they wanted to repeat the magic of “Maha gatbandhan" in bihar. But Gogoi was not for it because he fears the majority Assamese and Ahoms would desert him and the case may not work like Bihar. In fact Badruddin Ajmal tried to persuade Gogoi so that Muslim vote won’t split. But that persuasion did not work and Badruddin announced in his twitter feed that he would go alone in the polls. AGP who is ideologically against congress backed away so does BDF.

BJP had successful talks with AGP and agreed for sharing 30 seats, it accommodated 13 seats to BPF and 1 seat each to Rabha and Tiwa Tribal parties. BJP which already had goodwill among Marwari and Bengali population of Assam and Tea workers now also had good will of tribal people.
The alliance is now formidable with Himantha leading from the front ably supported by Sarbananda and others.

Over the years the voting percentage of BJP increased from 1% [1991] to 13% [2011] with Sarbananda joining the ranks of BJP and decline of AGP people started to look BJP as an alternative. When entire nation is swaying by Modi Wave. The ripple of the wave touched Assam. The mood among people was swelled with the canvassing of Narendra Modi in General Elections his sharp comments about immigrants during the campaigns rose the expectations among the people of Assam which resulted in unprecedented 35% vote share and 7 Lok Sabha seats.

Even though voting percentage increased significantly in Lok Sabha elections. It is not cake wake to retain it in Vidhan Sabha elections and to get magic figure. The game of chess needs to be played perfectly to check mate congress..!!!

AMBITIOUS TO THE CORE:

In 2001 assembly elections a young man defeated his mentor and one of the prominent leader of Assam agitation Bhrigu Phukan(Home Minister in 1985 AGP government) in Jalukbari constituency. It was not a surprise victory though.
The young man was associated AASU and later with ULFA in his teens but later joined congress. A charming dynamic well educated politician Himantha Biswa Sarma has doctorate and lawyer and is husband of Media Baroness Rinki Sarma.

He rose in congress camp was meteorically and was responsible for victories in 2006 and 2011 and was future contender for the post of Chief Minister. But Tarun Gogoi who was approaching 80 had other plans. A hard core Gandhi family loyalist Tarun Gogoi wanted his son to take his position.

This irked Himanth Biswa and decided to part ways with Congress and submitted resignation to party in July 2015 and later joined BJP on 28 August.

THE RISE OF ALTERNATIVE POWER:

A new chapter began in political history of Assam when Supreme Court in December 2005 dismissed Illegal Migrants Determination Tribunal (IMDT) Act which was passed in parliament in 1983 and declared it un-constitutional.

This raised fear among Muslim communities of Assam and they re-grouped among themselves under the leader ship of Hafiz Ahmed Choudary who was heading United Minority Front then and disbanded it and elected the richest Muslim among them as their leader and he is Badruddin Ajmal. Ajmal is a cleric, a rich business man [perfumes, real estate and textiles] and a philanthropist. He floated a party named Assam United Democratic Front which later rechristened as All India United Democratic Front [in 2009]. A party for protecting the "rights” of Bengali "minorities".

ADUF won 10 seats and 12% vote share in its debut and went on to increase its vote share in subsequent elections and became principal opposition leader in 2011 Assembly winning 18 seats. It’s presence is very strong in Muslim majority Lower Assam and Barak valley

The people of Assam were mute spectators to the rise of AIDUF and it was playing in their minds and were waiting for some credible opposition to counter the rise of AIDUF.

With its forever shrinking base due to erosion of its leaders AGP setting its ideology aside tried to have partnership with AIDUF in assembly elections of 2011...which irked one of its dynamic leaders Sarbhananda Sonawal, once President of AASU, who was also a petitioner against Illegal Migrants Determination Tribunal. He left AGP and joined BJP which was steadily gaining its popularity over the years

REIGN OF REGIONAL PARTY:

On August 15th 1985 a young man in his early thirties with sparkling eyes who sat beside another charismatic national leader and signed on a document called "Assam Accord" people of Assam were relieved and enthusiastic. That student union leader in his mid-thirties later floated a party named Assam Gana Parishad(AGP) with a slogan Assom Asmitha( Assamese Pride)and tasted a resounding electoral victory. Prafulla Kumar Mahanta became youngest chief minister of Assam at the age of 32!!!

But Assamese aspirations were short lived. The inexperienced Prafulla faced corruption charges and was involved in power struggle with his fellow student leader who was his Home Minister Bhrigu Phukan who later left AGP and went on to float a new political party called Natun AGP in 1991. With the rise of violence in Assam because of ULFA, Prafulla unable to contain it central government dismissed the state government in 1990. As AGP did not meet the aspirations of young Assamese and also because of rebel Natun AGP, AGP lost its election to Congress in 1991.

People gave chance to AGP once again in 1996 hoping that with the gained experience in politics Prafulla Mahanta this time would fulfill their aspirations. Contrary to their expectations, even in this term there was power struggle with fellow party members and corruption charges against him. The biggest accusation on his government though was "Secret Killings" of relatives of ULFA which happened after failed bomb attack of ULFA on Prafulla Mahanta.

Assamese were once again disappointed. There was no choice but to choose congress because of lack of credible opposition. Congress (I) registered a resounding victory by winning 79 seats. Prafulla was ousted as party chief and was later suspended from party due to allegations of extra-marital affairs.

The victory of Congress does not mean "regionalism" is dead in Assam but it was subdued due to lack of leadership.

THE WAVE REGIONALISM:

Making of History starts with obscure events and persons. One such person is Hiralal Patwari who died while serving as Member of Parliament in 1979. His death triggered a wide spread protests and agitations for 6 years and claimed 15,000 lives unofficially. Not because he is a popular leader but because of the events unfolded after his death. It ignited a feeling which was burning within the youngsters of Assam.

On the eve of bi-election Election Commission released electoral rolls of the Mangaldoi constituency in 1979 people felt there was big jump in number of voters registered and wide spread feeling among the people was "the rise was due to illegal migration from Bangladesh". All Assam Students Union (AASU) demanded boycott of elections till the names of foreign nationals were detected and deleted a movement which later turned "violently".
In February, 1983 when Central government decided to conduct state assembly polls without deletion of names of "foreign nationals". It resulted in wide spread of riots in Central Assam famously called "Nellie Massacre" with around 10000 casualties.

Aftermath "Nellie Massacre" a crucial Illegal Migrants Determination Tribunal Act was enacted by parliament in December 1983, an Act which Assamese felt was partial towards Migrants and there were periodical negotiations with Student leaders and GOI.

The agitations continued till mid-1985 and came to halt when central government agreed with some terms of agitating student unions.

PRECUSOR TO REGIONALISM:

Since the time of Ahom kings [i.e., 13th Century] Assam is traversed by many mystic Sufi, Buddhist and Vaishnava saints. Hence people of different faiths lived in Assam since long time. Assam was part of Bengal Province till 1913. During British rule large number of Bengali Hindus and Muslims settled in Assam and it is from early 19th Century Assamese had a sense of regionalism due to domination of Bengalis in various fields. Parts of Barak valley was Muslim majority even during British rule and plebiscite was held in Sylhet district in 1947, and part of Sylhet district went to Assam which is now called Karimganj. Even after independence there was movement from Bangladesh to Assam.

There was occasional struggle between Bengalis and Assamese after Independence and it reached crescendo in 1960 when Assam government tried to impose Assamese language instead of Bengali in Barak Valley which resulted in displacement of over 1 Lakh Bengalis.

After independence Assam is a state comprising Arunachal Pradesh, Mizoram, Nagaland, Meghalaya and of course modern day Assam. Not only Assamese in fact each tribe in north east has a trouble with various tribes and every tribe want to have their own say in the proceedings .This lead to division of Assam into many union territories which later became states and now in present Assam it even has a protected territory called Bodo land. It is no surprise if there is no unity in society and if is divided upon tribal and caste lines, one can’t expect unity even in student unions of Assam (AASU). A “moment” bought unity among student unions.
