more than irrigation projects..the emphasis should be a rain water conservation like 10 acres polam lo 1 acre should be artificial water pond ... due to this process ground water level will increase...which will contribute for the flow of a river..[ yes even groundwater level contributes for the flow of river] and using better practices one can easily cover the defict/loss of agriculture production they are forsaking by building a tank..

Big bang irrigation projects are harmful to nature...I am not for it..we are already seeing the consequences where a once perennial river like krishna doest even have water now..

No big project will give fruits in 5 years. Instead, save money-welfare works for the parties and leader.

The euphoria around the monsoon forecast only serves as a reminder of how insufficient public investment in agriculture has been, leaving the country overdependent on rainfall, said Kunal Kundu, a Bengaluru-based economist at Societe Generale SA. He expects growth to slow down to 7.3 percent from an estimated 7.5 percent last year on weak agriculture output.
âA normal monsoon season will surely come as a relief but expecting a magical result is too ambitious,â Kundu wrote in an April 26 note. "When policymakers look up to the sky, it indicates policy failure."

I expected many big bang projects from Modi, but he is doing small incremental things...More than a bullet train we need irrigation investments first and foremost...
