I would blame IVRCL more than the government because they did not complete it and get govt approval for public use, they can't even argue that it was meeting all standards. I think they will face a tough time when prosecuted. Ultimately using some loopholes and blame game they may avoid imprisonment but I think they will be fined and made to sweat with fear of jail.
