Even excluding current term, Babu served as CM for much longer than YSR. And as you said, power is not permanent so he became the leader of Opposition for ten long years. All ten years, he was in opposition in the center too. And for 5.5 years YSR was the CM. YSR filed cases in HC. His wife filed many cases too while Babu was in opposition. Don't forget all these and equate him with Jaggu. Not just Babu, many CMs survived in opposition and sometimes their bitter rivals were in power but nobody even came close to Jaggu.
