The Ministry has examined the proposal. It is inter-alia noted that the ToR for preparation of EIA/EMp report was accorded by the Ministry on 26.09.2012. Public Hearing for the project was conducted on 25.OT.2074. 2. The land requirement for proposed KTPS Stage-VII is 230 acres which is available q/ithin the existing project area. The existing ash ponds shall be utilized for disposal of ash generated from the proposed expalsion unit and no additional land shall be acquired for ash pond. Kinnerasani Wildlife Sanctuary spread over an area of 635.40 km2 is around i.2 km NW from the project site. The proposal was recommended by the Standing committee of NBWL in its 32nd meeting held on 25.01.2015. The project cost is Rs. 5,291.15 crores. The capital cost and recurring cost of EMP will be Rs.282 crores and Rs.15 crores/annum respectively. The cosi towards Ecological Management Plan is Rs. 32.0 Crores. 3. The coal requirement of 3.95 MTPA (based on GCV of 370O kcal/kg) will be met from SCCL with sulphur and ash content of O.62%o and 38% respectively. MoU has been entered between M/s SCCL and TSGENCO for supply of 4.O MTpA coal to the proposed Unit. Coal transportation will be through Rail. Railway siding is in place for the existing Units. The water requirement is 0.62 TMC. permission for drawl of water has been obtained from Irrigation & CADD Depa_rtment, Govt. of Telangana to draw 25 cusecs of water throughout the year (O.S TMC) through existing pipeline laid from Godavari River near Burgampahad, Bhadrachalam Mandal, Khammam District. The optimum COC of 5.0 will be adopted. Three cement companies have come forward to lift fly ash from the proposed 1X800 MW Unit (Stage-VII). It is planned to utilize 100% fly ash from the proposed Unit in the manufacture of Cement, Bricks/Blocks/RMC & Others by 2O2O-27 i.e. by the end of 4tl year of operation. 4. Based on the information, clarification, documents submitted and presentations made by you and your consultant viz. M/s Ramky Enviro Engineers Ltd., Hyderabad before the Expert Appraisal Committee (Thermal Power) in its 32nd & 36h Meetings held during 23rd-24th Februarg and 79n-2An Mag, 2015 respectiuelg, the Ministry hereby accords environmental clearance to the above project under the provisions of EIA NotiJication dated September 74, 2006 and its subsequent amendments therein subject to compliance of the folloudng Specific and General conditions: A. In case of uariation-of Etalitg at ang point of time, fresh reference shnll be made to th.e Ministry for suitable ameidments to the enuiroimentar clearance. ix) A stack of 275 m height shall be provided with continuous online monitoring equipments for SOx, NOx and pMz s & pMro. Exit velocity of flue gases shali not be less thar, 22 m/sec. Mercury emissions from itack shII also be monitored on periodic basis. x) High Efficiency Electrostatic precipitators (ESps) sharl be installed to ensure that particulate emission does not exceed 5b mg/Nm3. The rnonitored data shall be submitted to the Ministry regularly. Further, monitoring points shail be located between the plant and drainage in the direction of flow of ground water and records maintained. Monitoring for healy metals in ground water sha11 also be undertaken and results/findings submitted along with half yearly monitoring report. xv) A well designed rain water harvesting system shall be put in place within six months, which shall comprise of rain water collection from the built uo and open area in the plant premises and detailed record kept of the quaniity of water harvested every year and its use. xvi) No water bodies including natural drainage system in the area shall be disturbed due to activities associated \rith the setting up / operation of the power plant. xvii) Hydrogeotos/ of the area shall be reviewed annually from an institute/ organization of repute to assess impact of surface water and ground regime (especially around ash dyke). In case any deterioration is obJerved spiific mitigation measures shall be undertaken and reports/ data of water quality mo_nitored regularly and maintained shall be submitted to the Regional Office of the Ministry. xviii) wastewater generated from the plant shall be treated before discharse to comply limits prescribed by the SpCB/CpCB. xix) Additional soil for leveling of the proposed site shall be generated within the sites (to the extent possible) so that natural drainage system of the area is protected and improved. )o<) Flg ash utilization Notification of MoEF&cc stnuld be fo\otted.. No ash shall be disposed off in 1ow lying area. xxii) Fugitive emission of fly ash (dry or wet) shail be controiled such that no agricultural or non-agricultural land is affected. Storage facilities for auxiliary liquid fuel such as LDO/ HFO/LSHS shall be made in the plant area in consultation with Department of Explosives. Nagpur. Sulphur content in the liquid fuel will nof exceed 0.5%. bisaster Management Plan shall be prepared to meet any eventuality in case of an accident taking place due to storage of oil. First Aid and sanitation arrangements shall be made for the drivers and other contract workers during construction phase. Noise levels emanating from turbines shall be so controlled such that the noise in the work zone shall be limited to 85 dB(A) from source. For oeoole working in the high noise area, requisite personal protective equipment like earplugs/ear muffs etc. shall be provided. Workers engaged in noisy areas such as turbine area, air compressors etc shall be periodicallv examined to maintain audiometric record and for treatment for any hearing loss including shifting to non noisy/less noisy areas. Regular monitoring of ambient air ground level concentration of SOz, NOx, PM2s & PMro and Hg shall be carried out in the impact zone and records maintained. If at any stage these levels are found to exceed the prescribed limits, necessa-ry control measures shall be provided immediatelv. The lgcltiol .of the monitoring stations and frequency of monitoring siall be decided in consultation with SpCB. periodic reports shall be submitted to the Regional Office of this Ministry. The data shall also be put on the website of the company Utilization of 100% Fly Ash generated shal be made from 4tr year of operation. Status of impiementation shall be reported to the Regiont Office of the Ministry from time to time. Provision shall be made for the housing of construction labour (as applicable) within the site with all necessary infrastructure and facilities such as fuel for cooking, mobile toilets, mobile STp, safe drinking water, medical health care, crdche etc. The housing may be in the ]orm of temporary structures to be removed after the completion of the project. The project proponent shall advertise in at least two local newspapers widely circulated in the region around the project, one of which shal be in the v€macular language of the locality concemed within seven days from the date of this clearance letter, informing that the project has betn accorded environmental clearance and copies of clearance letter are available with the State Pollution Control Board/Committee and may also be seen at Website of the Ministry of Environment and Forests at http: / /endor.nic.in. A copy of the clearance letter shall be sent by the proponent to concerned Panchayat, Zila Parisad / Municipal Corporation, urban local Body and the local NGO, if any, from whom suggestions/representations, if any, were received while processing the proposal. The clearance letter shall also be put on the website of the Company by the proponent. The proponent shall upload the status of compliance of the stipulated environmental clearance conditions, including results of monitored data on their website and shall update the same periodically. It shall simultaneously be sent to the Regional Office of MOEF, the respective Z-onal Office of CpCB and the SPCB. The criteria pollutant levels namely; SPM, RSPM (pMz.s & PMro), SOz, NO* (ambient levels as well as stack emissions) shall be displayed at a convenient location near the main gate of the company in the public domain. Solar PV unit established at Jurala has once again generated 1.7 MU during 2013-14 against guaranteed energy of 1.4 MU per annum. Highest Daily Hydel Generation 45.22 MU recorded on 15.09.2014 after formation of TSGENCO. Highest Daily Generation 85.50 MU recorded on 16 09 2014 after formation of TSGENCO.
