To be fair to the Centre, it did release Rs. 850 crore towards capital infrastructure, another Rs.1,000 crore for Guntur and Vijayawada under the head of capital region development and Rs. 350 crore each for last year and this year under the special development fund for backward districts and Rs.300 crore for Polavaram. But the State did not spend the amount for the stated purpose and diverted it towards other expenditure to meet its various commitments made to farmers, DWCRA groups and give sops in the name of âChandranna Kanukalu.â The Centre sought the utilisation certificates and bills for works executed with the funds released for capital and infrastructure projects and the State failed to comply so far.
