I agree. They're definitely amongst the most capable. Padma Rao seems to be a simple and honest man but he's not so smart and definitely not well educated. Talasani is not so honest. Nayini and Etala are holding important portfolios but they really don't have that much independence. Lot of interference and dominance of CM. I agree with the first three names in your list and I would add Tummala as he seems to be having independence because of his seniority, vast experience as minister and good past performance.
