12 Oct) In a major setback for the ambitious Polavaram project which aims to 'drought-proof' the state, the Andhra Pradesh state cabinet on Saturday, raised the estimated project cost to Rs 36,000 crore from Rs 16,000 crore when it was last revised in 2011. The outcome of the state cabinet meeting which took place in Vijayawada, is expected to be a huge burden, as the state is staring at empty coffers. According to a Times of India report, the government had put the estimate at Rs 10,271 crore in 2005, when the project was first mooted. AP water resources minister Devineni Umamaheswara Rao told the newspaper that "The estimates have been revised based on the proposal sent by a committee comprising senior officials. Hyderabad: Going by this year’s Budgetary allocation to the Polavaram project, considered the lifeline of AP, it would take around 300, not three years as claimed by Chief Minister N. Chandrababu Naidu, to complete it. Mr Naidu had often said that the project would be completed by 2018, but the Centre apparently doesn’t share his enthusiasm, having allotted Rs 100 crore. Centre has declared the Polavaram project a National Project, meeting one of the promises made in the AP Reorganisation Act. Recently, the state government increased the estimates of the project to Rs 36,000 crore from Rs 16,000 crore and had requested the Centre to allot at least Rs 4,000 crore to the project in this year’s Budget. The Rs 100 crore announced by Union finance minister Arun Jaitley was a repeat of his last year’s allocation. The allocation is in stark contrast to the Congress government, which had spent about Rs 5,000 crore on the Project. When Chandrababu Naidu boasted that he would complete the Polavaram project by 2018, many people laughed as they knew that it was just not possible. But Chandrababu has found a way to wiggle out of the situation. How? He has raised the project cost of Polavaram to Rs 36000 crore.The estimate was Rs 16000 crore in 2011. The revised estimate according to Irrigation Minister Devineni Umamaheswara Rao says that the cost has gone up due to inflation and relief and rehabilitation works. Although Polavaram has been given national status, the Centre has sanctioned only Rs 600 crore for the project in two years. The Centre did tell Naidu that it would bear the entire expenses for Polavaram provided it is given operational control but Naidu disagreed saying that he would retain control over the project and merely send the bills to the Centre. Therefore the Centre is not too keen on sanctioning funds either as they believe the money would go into the pockets of TDP. This revised estimate by Naidu is truly unbelievable.
