That's right. On the face of it, it may look the state govt is giving high priority to pattiseema, however, the state govt spends around 2500 crore on polavaram so far according to the Central Ministry of Agriculture. Even though the central govt didn't allot much money to Polavaram in both budgets, the state govt despite being financially weak, spends 2500 crore on polavaram. The Godavari river, at present has only 24 tmcft of water, when compared to the average 85 tmcft in rabi season. Earlier, irrigation officials expected to get at least 40 tmcft of water from the Sileru Reservoir. But, the inflows from Sileru are not sufficient for either Eastern Delta, Central Delta in East Godavari or Western Delta in West Godavari district. The total inflows now are 50 tmcft of water for both districts and water levels in the river now has only 7 tmc ft of water compared to the 13 tmcft of water last December. Western Delta will get 30.1 tmcft which can cater to irrigation needs of only 3.26 lakh acres when compared to the total 4.6 lakh acres. Irrigation authorities say that normally it requires nearly 10,000 cusecs of Godavari water for cultivation of paddy and other crops spread over in about 8.96 lakh acres area in Godavari districts during rabi season. However, at present, the Godavari river is having inflows over 3,000 cusecs of water and nearly 2,000 cusecs to 3,000 cusecs of water will be brought from Seeleru reservoir to supply water for cultivation of crops in Godavari districts. As the demand for Godavari water peaks up, the irrigation authorities may not be in a position to ensure adequate supply of water. However, the state government learnt to be holding talks with the Odisha government to supply water with an assurance to provide power. The authorities say that even if additional quantum of water is available, such quantum of water is expected to barely meet the demand for cultivation of crop during rabi. On the other hand, Krishna delta area is in desperate need of water for cultivation of crops at present. As per the guidelines recommended for operation of Pattiseema lift irrigation scheme, Godavari water should be supplied to meet the local needs of Godavari districts on priority basis and only after doing so, any surplus water can be diverted to Krishna delta area. With no adequate water available in Godavari, there is no question of surplus water to divert to Krishna delta. Godavari river conservator P.V. Tirupati Rao said, "”We are initiating all steps to get adequate water in Godavari river to meet the demand for cultivation of crops for rabi season. If we find no surplus water in the river, there will be no diversion of its water to Krishna delta.” Meanwhile, the Pattiseema lift scheme authorities say that by end of November, as many as five pumps out of a total 24, will become operational to pump nearly 1,750 cusecs of water to Krishna delta through Polavaram irrigation project’s Right Main Canal. Pattiseema lift scheme chief engineer V.S. Ramesh Babu said, “If there is no surplus water available in Godavari river, we will shut the pumps to stop diversion of water for some time.” | ||

Godavari western delta farmers are in a quandary with officials stating that they are not in a position to supply water to rabi crop. As the water in Godavari River reached dead storage levels, the officials have been expressing their doubts about the supply of irrigation water to rabi crop in western delta fields, from past few days. Meanwhile, the Sileru project officials clarified that it's not possible to supply water to the crops, as the power production may be affected. Farmers' associations are alleging that the government's decision to divert Godavari water to Krishna delta through Polavaram Right Main Canal (PRMC) from Pattiseema Lift Irrigation Scheme (PLIS) has led to water scarcity in Godavari delta. As many as 4.80 lakhs acres is up for cultivation during the rabi season every year. Most of the farmers, who incurred heavy losses during khariff season due to heavy rains, have pinned their hopes on rabi, however the acute shortage of water supply as dealt them a heavy blow. Meanwhile, the district Collector K Bhaskar directed the farmers to complete planting of saplings by end of December. He reiterated that there is no possibility to supply water and stated that the water is only available to save nurseries. It is estimated that only 15 per cent farmers have raised nurseries in Godavari delta. While the farmers in Tadepalligudem region have raised nurseries, the farmers in Chinchinada, Enuguvanilanka, Yalamanchili, Siragalapalli and other villages left the cultivation during rabi season with a fear of scarcity of water. Farmers stated that it is not possible to complete plantation of saplings by end of December as there aren't enough nurseries. The Andhra Pradesh Koulu Rythu Sangham district Secretary K Srinivas said that it is not possible for the farmers to complete the saplings by January 1. "If the Government did not pump the Godavari water from PLIS, the Godavari delta farmers might get the irrigation water to the rabi crop. The farmers are in a hope that they can recoup the losses of khariff with rabi crop and it is now lost," he added. | ||
