NDA will not get majority in RS before 2019. Modi is wasting time by depending on that. He should have used sama, daana,bheda, dandopayalu to pass bills. He will go down if this continues. Even if any reforms are passed next year, i think its already too late. They won't show any effect before elections. He should have passed many bills within 2 months of victory when opposition is in disarray. | ||

These are often overlooked factors regarding the composition of the Rajya Sabha: MPs nominated by the President (recommended by the union cabinet) are technically independent but usually they side with the party that nominated them or the ruling party. If the ruling party itself nominated them, then it's very likely that they'll support it. Keep this in mind when debating on whether NDA would get a majority. Also, retirement is not the only cause of Rajya Sabha elections. Death, disqualification, and resignation often cause by-election to Rajya Sabha. In such by-election, usually only one seat goes for election at a time and the largest coalition in that state assembly or the coalition in power at the center (in case of Presidential nomination) gets to send it's candidate. No. If NDA forms the government in Bihar, it will take them a lot closer to being able to pass bills in RS. Of course, BJP won't get a majority in the RS but that is not required. Even NDA doesn't need a majority. Many parties and some independent MPs would flock towards the BJP if they show their strength by winning a large state like Bihar even 1.5 years after forming the government in the center.
