MPs nominated by the President (recommended by the union cabinet) are technically independent but usually they side with the party that nominated them or the ruling party. If the ruling party itself nominated them, then it's very likely that they'll support it. Keep this in mind when debating on whether NDA would get a majority. Also, retirement is not the only cause of Rajya Sabha elections. Death, disqualification, and resignation often cause by-election to Rajya Sabha. In such by-election, usually only one seat goes for election at a time and the largest coalition in that state assembly or the coalition in power at the center (in case of Presidential nomination) gets to send it's candidate.
