TRS is politically weak in city, eversince its inception in 2001, thanks to significant number of voters from Seemandhra region. There is hype and hoopla surrounding TRS now because it's a ruling party. Despite this, the party is not confident of bagging even 20 of the 150 corporator seats hands down. Sensing this, the TRS ministers are now trying to exploit the Building Penalisation Scheme(BPS) and Layout Regularisation Scheme(LRS) to win GHMC polls. Everyone knows that over 80,000 illegal buildings and another thousands of illegal layouts have come up in GHMC limits after 2007 when last BPS/LRS were introduced by YSR government in 2007. TRS leaders are now sending feelers to representatives of colony associations dominated by Seemandhra voters that the TRS government will adopt a 'liberal approach' towards them in regularising their illegal layouts and buildings, if they vote for TRS, elese they have to face the 'consequences' if they vote against it. For that reason, it is said the ministers are time and again extending the deadlines for launch of BPS/LRS with an intention of creating a panic among settlers in Hyderabad as elections are nearing.
