I'm unaware of this visit. However, unless it is related to official business (including invitations for official functions), protocol may not apply. In personal capacity, the President can even go to a district collectors house or his name may appear in smaller font below the district collectors name in a personal function invitation card such as that for a wedding. The capital city related function is being held at government expense. It is clearly a government function. And invitation to KCR is coming as a neighboring and most closely related state's CM, Jagan as a cabinet rank leader of opposition in the state assembly. Not simply as a friend or relative of Babu. For those who don't recognize the term "order of precedence", you may be familiar with the term "protocol list." It dictates things such as seating order (ministers sit in front rows, high court judges after them, MPs after that, MLAs after that etc.), font and order of names on foundation stones, invitation cards, banners etc., who should stand up and call whom sir etc. In fact, it is a rule that when if an MLA visits the chamber of even a senior IAS such as a Principal Secretary, he is bound to stand up and receive him. These rules also explain why the supremely powerful PM visits the President in his home often but the President doesn't reciprocate. Same with CM and Governor. If not, Babu would be #8 in Hyderabad), same rank lo unna KCR ni intiki velli invite chesadu. #18 rank lo unna Jagan ni (although not explicitly in the list, Leader of Opposition is of the rank of ministers), same rank lo unna ministers invite cheyyataniki vellaru. As a Jaggu fan, you might wish that CM (#7) should invite him by visiting his home for state functions and even PM (#3) should visit his home for National functions. Nothing wrong in wishing. You might even wish that he himself occupies a post that gives him Rank #1 (President). But, it is wrong to expect Babu or the government to put aside protocol and go as per your wishes.
