Immediately following publication of each month’s Visa Bulletin, AILA “checks-in” with Charles (“Charlie”) Oppenheim, Chief of the Visa Control and Reporting Division, U.S. Department of State, to obtain his analysis of current trends and future projections for the various immigrant preference categories. Mr. Oppenheim is responsible for setting the cut-off date for immigrant visa priority date movement each month. Here are his comments about the EB-2 India category for the November, 2015 Visa Bulletin: Mr. Oppenheim indicated that while the forward movement of the EB-2 category in November (15 months from May 1, 2005 in October to August 1, 2006) is largely the result of a correction based on the retrogression of this category late last fiscal year as the number of available visa numbers dwindled: The Final Action Date for EB-2 India reached December 15, 2013 in August 2015, but then retrogressed to January 1, 2006 in September.
