I think i saw it in eenadu recently. It said the dam construction cost escalated by 15% percent only. Due to new land aquisition law they have to pay 4 times the compensation than the estimated cost. And for polavaram they still have to acquire 1.5 lakhs acres. As you know this new land acquisition law has become a curse across the country for all new infrastructure projects. None of them are progressing as expected. | ||

Said to be taken following pressure from the TDP government, the move would make the state government liable for any delay in the execution of the project. The Centre had earlier constituted the Polavaram Project Authority (PPA), an autonomous body under the Union water resources ministry , to execute the project. Now, the AP government will do the same and the PPA will monitor it as well as handle the interstate disputes related to it. The decision to allow AP to retain the operational powers was taken at a high-level meeting in Hyderabad on March 16 that was chaired by Polavaram Project Authority chairman Dinesh Kumar and attended by Union water resources ministry, AP and Telangana officials. Incidentally, the Polavaram project has been awarded to a company in which TDP Narsaraopet MP Rayapati Sambasiva Rao has business interests. With this decision, all works already awarded to contracting agencies will come under the control of the AP irrigation department and the funds granted by the central government will be released to the state government. The development comes at a time when the opposition YSR Congress has been alleging in the AP assembly that the TDP government was abandoning the Polavaram project in favour of the Pattiseema lift irrigation scheme. The meeting of March 16 resolved to “recommend the reimbursement of the expenditure incurred towards the construction of Polavaram project by the AP government during the year subsequent to constitution of the authority .“ Till date, the AP government has spent Rs 4,000 crore on the Polavaram project. Of this, Rs 2,500 crore was spent by AP after the constitution of the PPA, and the same would be reimbursed by the Centre to the state. The meeting took several crucial decisions including finalizing the cost of the Polavaram project. It was estimated that Rs 10,451.1 crore would be needed to complete the national project and that it should be released in four yearly instalments. To facilitate the smooth functioning of the project, the irrigation principal secretary of AP has suggested a MoU between PPA and the state government to transfer the funds sanctioned by the Centre. Surprisingly , the high-level meeting also agreed to evaluate the revised cost of the project as the current approved cost is calculated on the basis of 201011 prices. The price escalation cost for all components will be calculated separately . The Union water resources ministry agreed to empower the PPA sufficiently so that the project does not get bogged down for approvals at various levels.
