“Politics is magic, and the politicians and their actions are just the illusion of it” Hyderabad: Depending upon your sense of humor, the much hyped style of functioning of CBN led AP state’s governance could be “a comedy or a tragedy”, nothing less and nothing more. It’s sheer magic and people get charmed in the illusions of it. For CBN’s blind bhakths the answer is clear. For others, CBN’s style of functioning can be explained as a series of flip-flops with bushels of lies on everything from special status to Pattiseema. It's all abracadabra, pulling the rabbit out of CBN's hat. As might be evident the governance is not about logic, it is how shrewd, CBN the politician is, when it comes to managing lies and deceiving the people on his failures to implement all that he promised below and over the sky. Let us examine the way he handled in haste the issue of Pattiseema project, an “irrelevant project” which, in all certainty, would become redundant once the Polavaram project is built, to put across the point that every move of CBN is bereft of any logic, but full of haste and exuberance of illusionary grandiose. The way he handled things in completing the Pattiseema project and the breach in an aqueduct within 24 hours of dedicating the temporary project to the state had not only left CBN eat crow’s pie but had created a trust-deficit for his alleged discrimination against Rayalaseema region. From scoring a political point over rival parties and projecting himself as “reincarnate of Bagiratha” that linked two major rivers (Godavari-Krishna) to presenting an issue on a platter, all it took was a breach in the canal and a borrowed pump. He even celebrated the event as the first major step towards Inter Linking of Rivers in India. In an emotional overtone he pompously called it “historic and Pavitra Sangam” (Holy Confluence) The very image of “apara Bhagiratha” he wanted to build in haste and the so called Holy Confluence has suffered a big dent with the breach in aqueduct of the project. Since he took over the reins of governance of the ravaged state, CBN had left no stone unturned to drumbeat the Pattiseema as a prestigious additional project, a symbol of how one could reap benefits even as the Polavaram project is going through impediments in its completion. While whole world including the irrigation experts termed it ill-conceived and huge wastage on the exchequer of the fiscal deficit state, CBN and his coterie indulged in an aggressive counter campaign against all those who questioned the long-term benefits of the project, which would become redundant once Polavaram sees the light of the day. The fact is, in contrary to CBN’s chest beating, the project cannot be called a “river linking” project, but essentially a transfer of water by pumps from Godavari to Krishna. To label it so would show lack of understanding of what is a river. River is not just the water that Pattiseema pump was attempting to transfer from Godavari. The claim of river linking by such water pumping is clearly a false, misleading claim. And to make the matters worse, even the pumps were temporarily borrowed from the Handri Neeva Scheme, a Rayalaseema project. CBN went around town self-trumpeting that the Pattiseema as the first project in interlinking of rivers, but in reality there are several such pumping projects pumping water from Godavari basin to Krishna basin. The Pattiseema project is to essentially pump scheme through which about 80 TMC of water pumped from Godavari to Krishna. This was one of the several other objectives of the Polavaram dam. When Polavaram project becomes a reality, Pattiseema will be redundant since the transfer will happen through gravity by the Polavaram dam and pumping will no longer be required. This is why there is opposition to Pattiseema among many in AP, as wasteful expenditure of Rs 1400 crores. Thus, the doubts over the long-term benefits of the project and alleged large scale corruption in the allotment of contracts were without any cynicism. The project was hurriedly inaugurated when neither the Pattiseema pumps were available, nor the link canal was ready, the whole thing was a misleading show! The shoddy planning was visible everywhere from canal works without the required width to borrowed pumps from Handri-Neeva. Whatever, little plan was there it drowned in CBN’s haste and went awry. The breach in the aqueduct within 24 hours of drama of inauguration not only dampened the spirits of CBN but also triggered fresh rounds of regional passions. The haste and the temptation of CBN to go down in history as the man who successfully brought about a confluence of Godavari-Krishna and in getting tagged his name alongside Sir Arthur Cotton turned the whole project into a "show of Abracadabra". Such dramatic quick fixes are easy to appreciate and appear as if they are a result of courageous and prompt decision making from the ilk of CBN who are more behind image building exercises and to score meaningless political points over rivals.
