Irrigation:- In Jalayagnam it was always Canal&Soil work that was done and NO Barriage/Reservoir/LIFT work was taken - Canal&Soil works have no CWC quality checks and Govt can pay to contractor easily - REservoir&Barriage require central irrigation quality checks so YSR&ganag never DARED to take them Summary:- 10 years congress spent:- 95K crores(including T but does not include the DELTA regular maintenance) - Pulichintala was the only Dam(that too Rosaiah started fresh in 2010 after 5 years BREAK) - out of 95K crores 90% money spent on canal&earth works in first 5 years - when Rosaiah evaluated in 2010 we are left with NO money for REAL RESERVOIR/DAM/BARRIAGE/LIFT works In 2010 Rosaiah estimation it showed we need another 1.7 lakh crore to finish projects!!!!!! But original Jalayagnam was total 90K crores estimate and we spent ALL but god knows where is RESULT??. 15 months CBN:- - Pulichintala DAM work completed on Nalgonda side so that 1st time storage can start - Released 275 crores and completed Totapalli - Cleared 9 years litigation and completed CANAL work(where there is no parallel canal) which is more important than having TWO parallel - Finished almost same length of Handrineeva as 10 years congress(in this 15 months this canal made roads to Chittor and other areas of Anantpur) -Gundlakamma also he came with new plan that gives results in two-three years(instead of 7 years unrealistic cost+plan) ============================================================ ====================================== Below in in-detail if anyone really interested 1) PULICHINTALA:- This project was cheapest and most useful than any other - Pulichintala work started 1st in Jalayagnam(I still remember YSR huge meeting on that day with lot of expectations) - After we got ALL clearances in 2005 contractor put litigation and stopped work until 2010 - Common public all they know if contractor has litigation(but there was really nothing except he went court for just few bill payments for 5 years) It was YSR who behind scenes created litigation deliberately. Reason is simple - Pulichintala if complete, Krishna delta gets 40 TMC more storage and they demand that to be filled every year(because of their Bachawat allocation to delta) - If complete he can't take water through Potireddypadu canal to Pulivendula&Idupulapaya channel Roasaiah started Pulichintala REAL work again in 2010 released funds to start work. As I so many times said Thanks to Rosaiah for Pulichintala. 2) Polavaram: - YSR got few CWC clearances but still we need to get lot more(Ex:- tribal impact and Odissa/Chattisgarh court case) But he started TWO parallel canals/projects from Godavari both travel next-to-each other until Hanuman junction almost He finished parallel canals up to west godavarti but not the portion where there is NO canal(from Chintalapudi to Parakasam barriage) PARALLLEL canals was done at SUPER fast pace and where there is NO CANAL it got BREAK of 9 years!!! 3) Potireddypadu:- - YSR finished regulator(this is easiest in irrigation and all they do is create new exit point wall above 850 altitude on a hill which supports this) -He finished canal utpo Pulivendula but rest was never done - YSR took care of Idupalapaya channel as part of this in 1st year itlsef But TDP is doing total rest of canal. 4) Handrineeva:- - Congress time they did canal portion and but by 2014 we still 80% more work - Only ONE lift pump was fit(but funny part is that LIFT never gets water source steadily until wee finish the rest) CBN dig almost same length of canal than 10 years congress rule in 15 months and made in-roads to every part of plan. Now last 15 months TDP did ways of canal to every district(still got lot of work as there are LIFT issues because of high altitude of SEEMA areas) But still this is HIGHEST COST project after polavaram for AP as we need lot of LIFT&PUMP(against gravity throught stretch). CBN already said Pattiseema pumps are transferred as an addition to this when Polavaram completes. 5) Totapalli: -Totapalli had all the budget estimated spent but project did not completed - CBN released 250+ crores and got water to 50K Acres and 1.3 lakh acres by next year by starting work that got stopped long back Few highlights:- - It was CBN who repaired Prakasam barriage gates+barriage and after 13+ years again it is him doing "regular maintenance" - It was CBN that planned+finished Phase-1 water to Hyderabad - It was CBN that always cared of "regular project maintenance"..Congress never released money for maintainence(as the margin is less for this tender) - Congress spent thousands of crores but REJECTED Naggarjuna sagar leakage repair which required immediate attention in 2008. in 2010 same hole became big and became a high threat for which they had to release overnight money... |
