Why dont you kick that ICICI from your accounts..
Simply have an SBI NRE account and transfer to your Dad's NRE account which is more secure and you get the best conversion rate. I have been doing this for the last 15 years.

Looks like if u ask them to send DD or soemthing liek that every month (as standing instruction) then they charge

We wish to inform you that with effect from September 21, 2015 there is a revision in the charges for outward remittance from ICICI Bank India NRE or NRO Savings Accounts. This change has also been mentioned in the Schedule of Charges.

With this revision, each outward remittance from ICICI Bank India NRE or NRO accounts would be charged Rs.500 (plus service tax) per transaction.
