Although I answered your question in my previous post, I find this question too naive! RS lo strength lekapovatam valla government is not able to proceed with bills/amendments ante it doesn't mean that they have been passed in the LS and are stuck or rejected in the RS. Since the government knows that it does not have the requisite majority in the RS, many ideas may not even take the shape of a bill introduced in the LS unless the NDA can manage the support of neural parties like AIADMK, SP etc. or opposition parties like the Congress, Left etc. In a scenario where the NDA has full majority in the RS as well, many more fresh bills/amendments may have been introduced and passed in both houses.
