This is purely voluntary -- according to Sanatana Dharma. Even in Puranas there are a lot of people who did not do this.
Examples:
1. Sri dasaradha mahaa raaju gaari bharyalu.
2. pandu raaju bharyalalo okaru sahagamanam chesaaru. inkokaru cheyyaledu.
kaani oka kaalam lO deenini forcible gaa chesaaru -- adi tappu.
ee vishayam lO sanatana dharmam alaa balavantamgaa cheyyamani cheppaledu.
ikkada sanatana dharmamu tappu ani maarchaledu. sangham daanini vakreekarinchi kondarini himsistunte chattam("law") tayaaru chesaaru 
idi naaku arthamayina vishayam - padaallo tappulu dorlite manninchandi. arthame tappu anukunte kshaminchandi  |

Both sides get flak all the time in the DB - atheists have been called the biggest danger to society in this DB many times big deal - I think people secure in their belief systems really should be able to handle questioning without losing cool and hurling insults - too much to expect antara ?

As to people building temples or pleasure palaces or research labs - it is their money , their choice, their belief on how they see as the best use of their resources

Laws are made only when people have the courage to question beliefs - if today sacrifice or Sati is outlawed it is because some one in the past had the conviction to blaspheme and question the belief system that disaster causing demons needed to be satiated with blood ..so the line is very blurred ...
