The initiatives encompassing corporates to pensioners, farmers to shipowners also tried to fix corruption and push policy on gas finds. Smart Cities Union Cabinet today gave its nod to NDA government's flagship 100 smart cities project and the new urban renewal mission with a total outlay of about Rs one lakh crore (Read More). Thje Cabinet approved Smart Cities Mission for development of 100 smart cities and Atal Mission for Rejuvenation and Urban Transformation (AMRUT) of 500 cities with outlays of Rs 48,000 crore and Rs 50,000 crore respectively, according to a statement issued by the Urban Development Ministry. Wheat Procurement In order to give relief to the farmers affected by the unprecedented rains and hailstorms, Centre will reimburse the amount of value cut imposed on the wheat being procured by the Food Corporation of India (FCI) and State Government Agencies in Gujarat, Haryana, Madhya Pradesh, Punjab, Rajasthan and Uttar Pradesh under relaxed quality norms. The reimbursement of this amount will be made to the State Governments through the FCI. State Governments have decided to bear the amount of value cut imposed on the wheat being procured from farmers by the FCI and State agencies under relaxed specifications in the current Rabi marketing season. As per latest report of FCI, a total quantity of 158.61 lakh tonnes of wheat has been procured during the current season in various States as against the procurement level of 169.29 lakh tonnes achieved by this date in previous year. (Read Also: India Raises Sugar Import Tax) Ease of Doing Business In order to address issues related to ease of doing business, the Union Cabinet approved two specific amendments to the Companies (Amendment) Bill, 2014. Now companies won't be required to file a declaration before commencement of business or exercising its borrowing powers. Also, the government has rationalised the procedure for laying draft notifications granting exemptions to various classes of companies. As a result of this, there will be speedier approval of draft notifications for exemptions to certain class of companies. Rs 1,000/ month Penion In Perpetuity For EPS Pensioners In order to bring benefit to around 20 lakh pensioners under the Employeesâ Pension Scheme (EPS), 1995, the Union Cabinet gave its nod for the continuation of a minimum pension of Rs 1000 per month to pensioners. The government will allocate Rs 850 crore of continuous budgetary support per year for this. "Providing a minimum pension of Rs. 1000/- per month is an effort to provide meaningful subsistence to pensioners who have served in the organized sector," said an official statement. (Read More) Amendments to Prevention of Corruption Bill Retired Babus to also get protection from prosecution as the cover of prior sanction has been extended to officials retiring or resigning. Now an approval from Lokpal or Lokayukta, as the case may be, will be needed for investigation of offences relatable to recommendations made or decision taken by a public servant in discharge of official functions or duties even after his retirement or resignation. The Union Cabinet approved official amendments to an anti-graft legislation enhancing the penalty under it to a maximum of seven years imprisonment from the present five years. Government said it has brought in amendments to the Prevention of Corruption Bill, which has been pending in the Rajya Sabha, in order to fill in perceived gaps in the domestic anti-corruption law. The move will also help in meeting the country's obligations under the United Nations Convention Against Corruption (UNCAC) more effectively, it said. The Union Cabinet moved the following amendments to the Prevention of Corruption (Amendment) Bill, 2013. The proposed amendments mainly aimed at laying down stringent measures to tackle corruption by providing for more stringent punishment for the offences of bribery, both for the bribe giver and the bribe taker. Also, penal provisions will be enhanced from minimum 6 months to 3 years and from maximum 5 years to 7 years as the 7 year imprisonment brings corruption to the heinous crime category. Policy On Gas Finds The Cabinet Committee on Economic Affairs (CCEA) also approved a policy to allow development of a dozen contentious natural gas discoveries of Reliance Industries and ONGC worth Rs one lakh crore at current prices. The policy, which gives companies options to either develop the finds at their own risk or perform DGH-prescribed conformity tests before developing them and recoup entire cost, will help monetise around 90 billion cubic meters (bcm) of gas finds. This will "settle the long pending issue with regards to 12 discoveries in five blocks pertaining to Oil and Natural Gas Corp (ONGC) (six discoveries) and Reliance Industries (six discoveries) but will also establish a clear policy for the future," an official statement said. The 12 finds hold reserves of around 90 bcm of gas "which would be valued at over Rs one lakh crore at the current gas price of $4.66 per million British Thermal Unit (mmbtu) on Gross Calorific Value (GCV)," it said. (Read More) Forest Cover Fund The Cabinet also gave its nod to âCompensatory Afforestation Fundâ Bill which will pave the way for expeditious utilisation of funds realised for forest land diverted to non-forest purposes in transparent manner. This will also ensure utilisation of accumulated unspent funds already available with Compensatory Afforestation Fund Management and Planning Authority (CAMPA). "The proposed legislation seeks to provide an appropriate institutional mechanism, both at the Centre and states and Union Territories to ensure expeditious utilisation in an efficient and transparent manner of amount, realised in lieu of forest land diverted for non-forest purpose. This would mitigate impact of diversion of such forest land," an official statement said. The Bill also ensures that there is a mechanism in place which would not put any additional expenditure on the central government. Fighting Disaster It also sanctioned two new battalions to NDRF. Government today bolstered the strength of the national disaster combat force NDRF by sanctioning two new battalions comprising 2,000 personnel to it. A decision in this regard was today cleared by the Union Cabinet chaired by Prime Minister Narendra Modi as it approved the "conversion of two additional battalions of the border guarding Sashastra Seema Bal (SSB) for strengthening of the existing National Disaster Response Force units." The NDRF, which is undertaking salvage operations at present in quake-hit Nepal and some affected states of the country, currently has 10 battalions. The two new battalions will be based in Varanasi and Arunachal Pradesh Merchant Shipping Amendments The government also approved amendments to the Merchant Ship Act in line with a global convention and to protect environment and human health from ballast water and sediments used in ships, in line with a global convention, to protect environment and human health from ballast water and sediments used in ships.
