Polavaram has so many hurdles still and they did not clear even 1/2 of them...Where as they gave advances and then canceled... If you see the CAG report the major money spent on POLAVARAM DAM was on PARALLEL CANCALS... Projects are very sensitive and this is not like your factionism... Neighbor state simply halted it in 2006 with just one stay order... Where as PULICHINTALA WAS On paper the 1st project that was inaugurated but never moved... It was the cheapest project and best outcome for krishna delta but never in reality cared much... T aslo suffered in Jalayagnam..Pranahita chevella they started knowing that it will not work the way they started...Today pranahita-chevella has to be scrapeed and if I am correct KCR already done that(because it is waste the way it was done)... | ||

pulichinthala ki ysr dabbul ivvaledhu ane bhoothu ni konchem koda siggupadakunda posta estharu gaa Pulichintala finally becomes a reality  December 06,2013, 09.49 AM IST | | A Ravindra Seshu in Share .  Hyderabad: K L Rao-Pulichintala Irrigation Project, which was commenced in 2004, is scheduled to be inaugurated by Chief Minister N Kiran Kumar Reddy on December Saturday. The multi-purpose project is meant to serve irrigation needs, generate hydro power and help in flood control. It is a crucial irrigation facility for farmers of four coastal districts of West Godavari, Krishna, Guntur and Prakasam where it would provide irrigation facilities to 13.08 lakh acres. The project was first designed with 33 gates, but was later reduced to 24 gates with balancing reservoir having a capacity of 45.77 tmc ft. The project plan was first conceived in 1911 by British engineer Col Ellis and the peasants organisations made several appeals to take up the project since then. The foundation stone was laid by the then Chief Minister, N T Rama Rao, on November13, 1988, at a projected cost of 188 crores but works were not commenced due to various reasons, including budget and technical. It was the first project to start under the ambitious Jalayagnam in the year 2004-05. The state government had first given an administrative approval for Rs 681.604 crore. Later it gave a revised administrative approval for Rs 1281 crore. Again in August 2009 it revised the estimate to Rs 1831 crore. Which means that the project cost went up by Rs 1150 crore. The Irrigation Pulichintala Project was designed to construct across the river Krishna at Pulichintala village, Guntur District. The project is aimed to create and stabilise an irrigated potential of 13, 08,849 acres in the districts of Krishna (6,79,498 acres), Guntur (4,99,231 acres), Prakasam ( 72,120 acres), West Godavari (58,000 acres). The project progressed at a snail’s pace due to various hurdles including legal battles. Another reason was the company that had bagged the contract, Srinivasa Construction, postponed the construction seven times, in May and December in 2008, June in 2010 and June in 2011 because of legal battle including revision of the project cost and non-obtaining of environmental clearance. The contractor commenced work on October 22, 2004. On November 11, 2004, the AP High Court directed the government not to take up the work until environmental clearance was obtained. The work of the project stopped from November 22, 2004, to June 11, 2005. Subsequently, the Ministry of Environment and Forest accorded environmental clearance on June 9, 2005. The government has accorded extensions several times to the project. It has given another extension up to December 31, 2013, to complete the final touches. The state government planned to inaugurate the project on August 15, 2013, and Chief Minister had announced the date. With this, the officials had set for the contractors an ambitious target of completing the dam to the non-over flow (NOF) level of 36 feet by August 15, 2013, but it was not completed on time. The project had become essential for stabilising the Krishna delta as it would be acting as a balancing reservoir with its 45.77 tmc capacity to sustain 13.08 lakh acres of the ayacut. The rehabilitation and relief works witnessed tardy progress and reconstruction of submerged villages was not completed so far. Interestingly, the officials have been still paying land compensation though it was started in 2006. Interestingly, a total of 28,446 acres including 14,530 in Guntur and 13,915 acres in Nalgonda district would be submerged under the project. But, the officials had acquired 27,424 acres so far and efforts are on to acquire1021 acres. The works such as earth work excavation, embankment dam and cement concrete works were still pending. The officials erected 24 gates and the work of fixing motors to two gates is under progress. The head works of the project were carried out with additional items such as Double Line Bridge instead of Single Line Bridge. As per the performance audit of the project, it is estimated that about Rs 808.8 crore would come as revenue every year crops and producing of 120 MW power. Pulichintala was the CHEAPEST and MOST beneficial project with all clearances and no pending cases e.t.c...BUT THEY DID NOT START until ROSAIAH time... THEY STARTED project that has litigations...They gave advances for those and later showing litigations canceled them...Where as contractor got money without doing any work... They spent 90K crores but did not give 250 crores for PULICHINTALA DAM until ROSIAH time... | ||

My bad but let me explain the above as you don't know basics... 1) RAYALASEEMA HAS no ALLOCATION of KRISHNA WATER(remember this 1st) so they don't get until FULL FLOOD(and also other down reservoirs are full) 2) In SEPTEMEBER when the FIRST water arrives it is given to SEEMA(because krishna delta already got godavari water) Finally remember we are giving water to SEEMA also early for 1 CROP.... WHERE AS NOW they have to wait until SRISAILUM,SAGAR,PULICHINTALA<PRAKASAM are full after leaving water to below canals.. - both left&right of sagar and also buggavau reservoir - 5 canals that originate in praksam barriage(with pattiseema these already are full when water comes to srisailum for 1st time) if we follow above then SEEMA will continue drought just like today.... Got it???? If not I can't help it... | ||

It's not either or, both will be done...The point is Polavaram will NOT take less than 10 years....Pulichintala laanti chinna project loo kooda we can only store half after 10 years, due to water seepage issues, not providing restitution to Nalgona people in submerged areas....this is a very simple project... I know some people are thick skinned..But anytime I see educated deliberately spreading lies(Some people I see clearly know nothing) we cannot let it continue... These guys are more dangerous than illiterate and that's what happened for last few years in AP.... If you ask any Krishna farmer(or out guntur channel branch area) they tell how much they are suffering because of "natlu" getting delayed for last 10 years... If we get back Krihsna delta(that includes our area of Guntur also) that alone can add 3-5K more AGRI revenue(I am not including benefit to SEEMA here)... | ||

1) 1st major benefit of pattiseema - When Godavari has flood(it comes 2 months early than krishna) then they give that water to Krishna delta For last 10 years because of upstream projects, Krishna delta farming getting getting delayed by 2-3 months..Because of this they are facing storm end of crop 2) 2nd benefot from Pattiseema - When Krishna starts at Srisailum(generally end of August), then amount of water share from Krishna delta is given to Rayalseema 3) 3rd benefit Andhra has it's own water control with interlinkage compared to the mercy they are at right now on Krishna 4) As per Polavaram 1978 agreement when CWC gives permission Andhra looses 35 TMC extra share from Krishna lets say CWC gives approval,If they don't build pattiseema then forget about benefit they loose extra 35 tmc... } | ||

When Karnataka and other objected, They simply gave letter saying we have lot of water and don't need any more allocation....This was the blunder and done to allocate projects in a hurry With that letter Karnataka jumped happily and got MORE allocation officially for their projects and completed their work legally... If we followed CWC recomendations we would have got allocation officially...We simply gave free hand to upper states instead... Now we can't go back and ask them to reduce their heights  }} | ||
